City of Chicago to Give Black Residents Fewer Parking Tickets for ‘Racial Equity’

The city of Chicago, under the leadership of Democrat Mayor Brandon Johnson, is advocating for a reduction in parking tickets issued to black residents as part of its efforts to promote “racial equity.”

Chicago has established a “Racial Equity Office,” which challenges the notion that a sense of urgency is associated with white supremacy and has consequently instructed city police to issue fewer parking tickets to black residents.

Mayor Brandon Johnson, emphasizing the historical racial disparities and social inequities, particularly on the South and West Sides of Chicago, stated: “As a longtime resident of Chicago’s West Side, I see the devastating impact systemic inequality can have on a neighborhood and its residents.”

In pursuit of “racial equity,” Johnson believes that it is imperative to acknowledge past injustices and consistently involve those most affected by inequality in policy and decision-making, rather than doing so only when it’s convenient.

He further added, “Ensuring accountability towards the people and the outcomes we are committed to is crucial. I am confident that this is just the beginning, and the impact of this work will resonate for generations to come. I take pride in the progress made so far in building systemic equity and advancing racial justice for our residents.”

The city’s “racial equity report” outlines a goal for the Department of Finance to develop a plan that reduces the issuance of parking tickets to “black and brown” residents of Chicago.

The plan involves using data to deploy parking enforcement personnel strategically to further reduce average fine amounts in Black and Brown neighborhoods by 2.5% and implementing improved boot zones while prioritizing resources to reduce the immobilization of vehicles in these neighborhoods by 5%.

The report also indicates a reduction in the percentage of tickets issued in majority Black and Brown communities, dropping from 15.3% in 2020 to 14.9% in 2021 and further down to 13.9% in 2022.

The Office of Racial Equity has a dedicated page on the city’s website known as the “Equity Learning Kit,” which offers reading materials for employers, educators, parents, and young children.

Additionally, the city of Chicago provides a link for employers to learn about and address what is termed “White Supremacy Culture.” Examples of so-called white supremacy culture include perfectionism, a sense of urgency, defensiveness, excessive reverence for the written word, objectivity, and individualism.
