According to an article on Breitbart, former President Donald Trump has expressed his intention to deconstruct the administrative state, referring to it as the “swamp” and the “deep state.”
Trump believes that this apparatus, consisting of unelected bureaucrats in federal agencies, undermines the separation of powers and creates a fourth branch of government not authorized by the Constitution.
To achieve this deconstruction, Trump plans to eliminate unaccountable administrative state employees, preventing them from writing rules without legislative approval.
Russell Vought, former director of the Office of Management and Budget in the Trump administration, leads a think tank called the Center for Renewing America, which is studying tactics within the law to dismantle the administrative state using presidential power.
Vought aims to identify areas of independence within the bureaucracy and seize control over them.
John McEntee, former White House personnel chief, argues that the current executive branch is structured to promote liberal policies and requires a complete overhaul to function conservatively. He suggests that Trump’s plan should fundamentally reorient the federal government, similar to F.D.R.’s New Deal, to align with conservative values.
The Trump campaign has expressed a clear agenda for the second term, promising to supercharge the economy, address inflation, secure the border, protect communities, and eradicate the deep state.
The campaign spokesperson, Steven Cheung, stated that voters would have a transparent understanding of Trump’s plans.
In a previous executive order, Trump had reclassified federal government employees into Schedule F to enhance accountability and job performance within bureaucratic agencies. However, President Joe Biden canceled this order upon taking office.
Axios reported that if reelected, Trump intended to cut approximately 50,000 administrative state technocrats, potentially affecting agencies beyond the usual conservative targets like the Environmental Protection Agency and the Internal Revenue Service.
The plan would extend to the Justice Department, including the FBI, as well as national security, intelligence, the State Department, and the Pentagon.
